INVITATION TO BID
NOTICE TO BIDDERS hereby are invited and will be received as set forth below. This notice is to inform bidders that the submission date for bids has been extended and a second pre-bid meeting will be held.
1. OWNER: Bayonne Local Redevelopment Authority
2. WORK TITLE: BID of Route 440 / Center Street Infrastructure Improvements
3. WORK SITE: Route 440 between mile markers 21.107 and 21.476 which is located between E. 32nd Street/LeFante Way and a point just south of the E. 40th Street overpass in Bayonne, New Jersey.
4. WORK DESCRIPTION: The Project consists of the construction of roadway modifications to Route 440: widening of roadway at new Center Street including signalization of the intersection, roadway resurfacing, closing of median and removal of traffic signal and reconfiguration of intersections at Port Terminal Boulevard and Prospect Avenue; modifications to storm water drainage system and other modifications typical of a highway improvement project.

6. CONTRACT DOCUMENTS:
Contract Documents may be examined and/or purchased at $125.00 per set, Monday through Friday, except legal holidays, from 8:00 A.M. to 5:00 P.M., prevailing time, at the ENGINEER’s address. Payment must be by check and be made out to Jacobs Engineering Group, Inc. No refunds will be made.
7. USE OF CONTRACT DOCUMENTS:
Contract Documents are available solely for the purpose of obtaining Bids and not to confer a license or grant for any other purpose.
8. PRE-BID MEETING:
For those prospective bidders who did not attend the pre-bid meeting on February 10, 2009, a mandatory Pre-bid meeting will be held at the date, time and place indicated below:

Pre-bid meeting attendance is mandatory for those that did not attend the February 10, 2009, pre-bid
meeting. Those who did attend the February 10, 2009, pre-bid meeting are invited to attend the February 27, 2009, pre-bid meeting but are not required to do so.

9. BID GUARANTEE:
Bid Guarantee is required in an amount not less than ten percent (10%) of the total amount indicated in the Bid, but not in excess of Twenty Thousand Dollars ($20,000).
10. CONSENT OF SURETY:
A certificate is required from a surety company stating that it will provide bonds in the form and amounts as stated in the Contract Documents.
11. SUBMISSION OF BIDS:
Bids shall be placed in sealed envelopes and must be received by Owner on the Date and Time indicated for Public Bid Openings and Reading in Paragraph #12. No bids will be accepted prior to the Bid Opening. Bids must be presented at 11:00 A.M. on the scheduled date, not before. No Bids will be received after the indicated Date and Time. Bidders must hand deliver Bids to Owner at the Place indicated for Public Bid Opening and Reading in Paragraph #12.

13. STATUTORY REQUIREMENTS:
Bidders are required to comply with all applicable Laws and Regulations including the N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27 (Affirmative Action) P.L. 1999, C.238 (Public Works Contractor Registration), P.L. 1963, C. 150 (Prevailing Wages) and P.L. 2004, C. 57 (New Jersey Business Registration Requirements).
14. REJECTION OF BIDS:
Owner reserves the right to reject any or all Bids and to waive any immaterial defect or informality in any Bid, if deemed in the best interest of Owner.
